There are adherants to both points of view.  Many people believe that frames provide a convenient way to maintain continuity and ease of use.  There is also the factor of upkeep for the site, as frames allow the web master to alter only one page and the change will be reflected throughout the site.

On the other hand, frames often interfere with the smooth flow of a well designed site.  Frames take up more room on the browser window and can be quite confusing to a novice surfer.  Even experienced web gurus can become puzzled by a badly designed frames site. 

The answer for many sites has been to essentially create two web sites, one with frames and without.  Critics maintain that it is better to simply make a choice and stick with it throught the site design.
